奢侈的话语:“治理”的中国适用性问题

Luxurious Utterance:The Applicability of “Governance” in China

"治理"是需要较为严格界定的一个学术概念。现代化治理与中国传统治理难以毫无矛盾地共享"治理"一词:"治理"是一个具有特指含义的现代概念。中国传统的治理,指的是治国理政的一般事务。作为现代概念的"治理",是在古今揖别之后,才出现的现代理念与现代事件:民主、法治的现代国家机制,是现代国家的治理体系;国家、社会与市场的多元共治,是现代国家强大治理能力的保障。中国既需要在现代转变的条件下,确立国家治理体系现代化,也需要在激活国家、社会与市场活力的情况下,提升国家治理能力现代化。因此,推动学术界以更为审慎的态度使用"治理"一词,以明确中国现代发展的历史任务与当下目标,并提供更加可信的"治理"话语,十分必要。

"Governance"is an academic concept that needs to be strictly defined.It is difficult for modernized governance and Chinese traditional governance to share the word"governance"without contradiction."Governance"is a modern concept with particular meaning.Chinese traditional governance refers to the general affairs of governing the country.As a modern concept,governance is a modern idea and event emerging after the modern’s farewell to the ancient.The modern state mechanism of democracy and the rule of law is the governance system of modern states.The pluralistic co-governance of the state,society and market is the guarantee of the modern state’s powerful governance capability.China needs to recognize the modernization of state’s governance system under the condition of modern transformation.Meanwhile,the modernization of state’s governance capacity should be promoted in the case of the vitality of the state,society and market being activated.Therefore,it is necessary to promote the academic circle to use the word"governance"more prudentially so as to clarify the historical tasks and current goals of China’s modern development,and to provide a more credible discourse on"governance".
