援藏政策对西藏县域社会经济发展的影响研究

Study on the Effect of Tibet Aid Policy on the Social and Economic Development of Counties in Tibet

西藏和平解放以来,中央政府对西藏进行了全方位援助,并取得伟大成就。本文通过分析西藏2001-2017年73个县的县域面板数据,考察干部援助、转移支付援助和金融优惠援助这三种援藏政策对西藏各县社会经济发展影响。总体上,这三种援助政策均能不同程度促进西藏县域社会经济发展,但在具体作用领域和程度上存在较大差别。这就要求各级政府针对西藏各县实际发展条件和亟待解决问题,选择合适援助政策组合,发挥各种援助政策优势和协同作用,以提高援助效果,更好推动西藏地区社会经济发展。

This paper uses the panel data of 73 counties in Tibet Autonomous Region from 2001 to 2017 to investigate the impact of three policies,namely cadre assistance,transfer payment assistance and financial preferential aid,on the social and economic development of Tibet county.In general,these three aid policies can promote the social and economic development of Tibet county to different degrees,but there are great differences in specific areas and degrees of role.This requires governments at all levels to choose appropriate aid policy combinations to give full play to the advantages and synergies of various aid policies in order to improve aid effects and better promote the social and economic development of Tibet.
