摘要
"人口—草场—牲畜均衡"对牧区发展有重要意义,但该模式也存在困境。牧区整体上是落后的,这是一种长期存在的误解。牧区贫困的发生是复杂的,攻破它的一条有效途径是把政府的实践与牧民群众的实践相结合,形成合力。乡镇政府与牧民群众之间的对话沟通具有重要的意义,将为解决"牧区均衡说"的困境,进一步促进牧区整体良性发展提供一条有效途径。
"Population-pasture-livestock balance"is of great significance to the development of pastoralareas,but this model also has some difficulties.The occurrence of poverty in pastoral areas is complicated,andan effective way to break through is to combine the practice of the government with that of the herdsmen to forma resultant force.The dialogue and communication between township governments and herdsmen are of great sig-nificance,which will provide an effective way to solve the dilemma of"balanced theory of pastoral areas"andfurther promote the benign development of pastoral areas as a whole.
