智慧科技投入对城市水污染治理效率的影响研究 被引量:3

摘要 水污染治理承载着信息化社会中的"绿色发展、环境保护和生态文明"的使命,综合评价水污染治理的投资效率对提升我国智慧城市水环境治理能力,推进水资源优化配置具有重要的意义。研究以智慧科技投入为视角,运用DEA模型,对我国30个省(直辖市、自治区)的水污染治理投资效率进行综合评价。结果表明:中国现阶段的水污染治理综合效率为0.856,与传统的非智慧科技投入效率相比提高了10.3%;各区域的智慧科技投入综合效率参差不齐,东部地区为0.876,中部次之为0.855,西部偏低为0.842,但均比传统的非智慧科技投入效率明显提高;不同省份的智慧科技投入对城市水污染治理的效果也会有所不同,文章根据区域特点提出相应的技术、规模及综合改进策略。 Water pollution control carries the mission of"green development,environmental protection and ecological civilization"in the information-based society.Comprehensive evaluation of investment efficiency in water pollution control is of great significance to improve the comprehensive water control capacity of China’s smart cities and promote the optimal allocation of water resources.From the perspective of investment in smart water industry and by using DEA model,this study selects 30 provinces,municipalities,and autonomous regions in China as subjects,to calculate the investment efficiency of water pollution treatment.The results show that the present comprehensive efficiency of water pollution control in China is 0.856,which is 10.3%higher than that of traditional non-intelligent science and technology;the overall efficiency of smart science and technology investment varies in different regions,with the highest investment efficiency of 0.876 in the eastern region,0.855 in the central region,and 0.842 in the western region,which is also higher than that of traditional nonintelligent science and technology;water control effects are closely related to the investment in smart science and technology.Accordingly,some corresponding technology,scale and comprehensive improvement strategies should be proposed.
