我国网络视频监管政策的演进表征及作用机理探究

The Evolutionary Characterization of China's Network Video Regulatory Policy and Its Mechanism of Action

自1999年首个网络视频规范性文件出台,我国网络视频乱象治理走过了25年的历程,监管政策历经多次改革、调整与完善。如何理解这一政策的历史演变过程,如何辨识政策变迁背后的作用机理,也成为我国治理网络视频、构建网络内容生态的关键所在。本文基于技术发展、行动者互动关系、政策变迁三者之间的相互作用,将网络视频治理依照其治理重点划分为基础性技术安全、框架性内容安全以及顶层性信息关系安全三个阶段,同时构建理论框架,提出技术触发为外部逻辑,引发政府、用户、平台之间的内部互动关系,形成网络视频政策的螺旋渐进式变迁,各行为主体的互动关系也构建了网络视频监管的多元化治理模式。

Since the first network video regulatory document was issued in 1999,the chaos governance of China's network videos has gone through a 25-year journey.The regulatory policy has undergone many reforms,adjustments and improvements.How to understand the historical changings of policy and how to identify the mechanism of action behind the policy change has also become the key to the governance of network videos and the construction of online content ecology in China.In this study,based on the interactions among technological development,actor interaction relationships and policy changes,the focus of network video governance is divided into the three stages of basic technical security,framing content security and top-level information relationship security.Meanwhile,the theoretical framework is constructed,proposing technology triggering as the external logic,which triggers internal interactive relationships among government,users and platforms,thus forming a spiral progressive change of network video policy.The interaction relationship among actors also constructs a pluralistic governance model of network video regulation.
