The Communication of Chinese Concept of “the Common Community of Shared Future for the Mankind” to the United Nations

"人类命运共同体"这一中国全球治理理念自提出以来便受到全世界的瞩目,并很快被载入联合国的史册。本文梳理了中国知网和联合国官网的"人类命运共同体"相关文献,总结了此概念框架的主要维度、内容和内涵;运用文本分析法,对比了中国与联合国全球治理的理念和目标,分析了中国和联合国两个框架之间的关系和异同,以及中国方案对联合国全球治理的作用和意义等。本文认为"人类命运共同体"理念代表的是中国的全球治理观和价值观,这与联合国和平发展理念以及2030年全球治理目标在本质上有相当高的契合度,只是在表述方式上有差异;未来需要深入研究联合国惯例并丰富中国理念的表达形式,以更符合国际惯例的话语传播中国的理念。

The concept of"the Common Community of Shared Future for the Mankind"(hence CSF)reflects China’s global governance framework.It has attracted worldwide attention since its introduction and has quickly been accepted as resolutions of the United Nations(hence UN).This paper reviews the relevant CSF literatures from the UN official website and the China Knowledge Resourse of Integrated Database,summarizes the main dimensions,content and connotation.It then employs text analysis methods to compares China’s and the UN’s frameworks of global governance,and analyzes the similarities and differences between these two frameworks,as well as the role and significance of the Chinese concept to the UN.Thus it answers the question"How well does China communicate the story of CSF to the UN?"It is believed that China’s CSF has a fairly high degree of conformity with that of the UN’s value belief in peaceful development and the"UN 2030 Sustainable Development Goals";only that the differences in expression and formats are significant between these two frameworks.China uses words to describe its CSF vision while the UN is more keen on quantitive expression on a measurable scale.Future studies are needed in understanding the UN practices and enrich the expression of the Chinese concept in order to tell China’s story accurately and efficiently in a language that is more in line with international practice.
