中国稀土产业政策演进研究(1991—2021)——基于共词和社会语义网络分析

Research on the Evolution of Chinese Rare Earth Industry Policy (1991—2021)——Based on Co-word & Social Semantic Network Analysis

本文以1991—2021年国家颁布的稀土产业政策文本为研究对象,采用共词分析方法进行词频统计、构建矩阵,利用聚类分析和社会语义网络探讨了不同阶段政策主题聚焦点的变迁。研究发现:政策演进过程分为规划保护阶段(1991—2010年)、深化改革阶段(2011—2015年)和战略发展阶段(2016—2021年),政策主题在三个不同阶段发生了显著变化,关注重点从产业链上游逐步转移到中下游;政策体系化建设不断趋于完善,涉及市场调节方向、产业规制方式、产业发展模式和政策管理主体四个领域。

This paper takes the rare earth industry policy texts issued by the state from 1991 to 2021 as the research object.The paper uses the co-word analysis method to count the word frequency and construct the matrix,and it uses cluster analysis and social semantic network to explore the change of policy theme focus in different stages.The study found that the policy evolution process is divided into the planning and protection stage(1991—2010),deepening reform stage(2011—2015)and strategic development stage(2016—2021).The policy themes have significant changes in three different stages,and the focus of policy has gradually shifted from the upstream to the middle and lower reaches of the industrial chain;the policy system construction has continued to improve,which involves four areas:market adjustment direction,industrial regulation,industrial development model,and policy management main body.
