新时代国家治理的根本政治保证是坚持党的领导,全面从严治党的核心要义在于加强党的领导。在提升国家治理体系和治理能力现代化的水平语境下,全面从严治党与全面依法治国是一个有机整体,全面从严治党以规则之治已成为管党治党的基本路径选择。实现党内法规与国家法律的有机衔接,要以党规国法关系的准确定位为起点。从党规国法两者构成的多重关系出发,有助于建构党规国法衔接机制的基准与规则。党规国法有机衔接机制的建构要以人民利益为出发点和落脚点,并以依法执政的手段和方式为纽带实现依规治党与依法治国的有机统一,同时,从整体上以国家治理体系的视角来定位和实现党规国法的有机衔接机制,还需要设置若干有效的联动单元和程序。
