人工智能背景下的精准国际传播风险由于技术的介入、环境的改变及其系列连锁反应,越发具有复合型特征:传统风险与技术风险的叠加、硬风险与软风险的交织联动、时代转换背景下的风险嵌入。基于宏观环境因素的PEST分析模型,将其分为政治风险、经济风险、社会文化风险和技术风险四大类型,并从价值善治、制度善治、技术善治三个维度提出集治理理念、治理机制和治理平台于一体的精准国际传播风险治理体系构建方略。

Due to the intervention of technology,the change of environment and their series of chain reactions,the risk of precise international communication has increasingly complex characteristics In the context of artificial intelligence:the superposition of traditional risk and technical risk,the interweaving and linkage of hard risk and soft risk,and the risk embedding under the background of era change.Based on the PEST analysis model of macro environmental factors,it is divided into four types:political risk,economic risk,socio-cultural risk and technological risk.From the three dimensions of good governance of value,good governance of institution and good governance of technology,it proposes a strategy for building a precise international communication risk governance system which integrates governance concepts,governance mechanisms and governance platforms.
