2018—2019年染发类化妆品质量安全状况分析

Quality and Safety Analysis of Hair Dyeing Cosmetics during 2018 to 2019

通过研究2018—2019年我国染发类化妆品监督抽检结果以及注册情况,分析我国染发类化妆品质量安全总体情况。监督抽检结果表明:染发类化妆品中添加禁用物质或者超限量使用染发剂的情况较少,但是擅自更改配方的问题较为严重。对染发类产品注册情况分析表明,在1773件染发类产品中使用的染发剂共有54种;为满足不同消费需求,染发剂多复配使用,其中3~5种染发剂复配使用最为普遍,占66.5%;间苯二酚、间氨基苯酚、对苯二胺等7种染发剂在染发类化妆品中的使用频率较高,均>30%。建议在实际工作中应加强对染发类化妆品的监督管理,尤其是标签标识的管理,同时加快制定常用染发剂的标准检验方法。

Through studying the sampling inspection notices of hair dyeing cosmetics supervision inspection results and administrative license information from National Medical Products Administration(NMPA)during 2018 to 2019,the overall quality and safety of hair dyeing cosmetics in China were analyzed.The results of supervision and inspection showed that there were fewer cases where prohibited substances were added to products or hair dye were used in excess,but the problem of unauthorized changes to the formula was more serious.The analysis of administrative license information showed that 54 kinds of hair dyes were used in 1773 hair dyeing cosmetics.Hair dyes were often used in multiple combinations,of which 3 to 5 kinds of hair dyes were most widespread used,accounting for 66.5%.Seven kinds of hair dyes(resorcinol,m-aminophenol,p-phenylenediamine,p-aminophenol,4-amino-2-hydroxytoluene,2,4-Diaminophenoxyethanol HCl and toluene-2,5-diamine sulfate)were used more frequently in 1773 hair dyeing cosmetics,and their use frequencies were more than 30%.So,it is suggested to strengthen the supervision and management of hair dyeing cosmetics,especially the management of label.And at the same time,it is necessary to speed up the development of standard test methods for commonly used hair dyes.
