Research on the current situation of health human resources in medical institutions in Hotan area

摘要 目的了解新疆维吾尔自治区和田地区医疗单位的卫生人力资源现状,分析和田地区卫生人才结构存在的问题,并探讨相应的建议及对策,为进一步加强卫生人才队伍发展提供参考。方法以新疆维吾尔自治区和田地区作为研究地区,收集该市自2015年-2020年6年的全部卫生医疗机构的卫生人力资源配置、人力规模、职称、学历等情况进行描述性分析。结果2015-2020年和田地区医疗卫生机构从239所增至243所,截至2020年,其中基层医疗机构98所,2015-2020年和田地区医疗机构卫生技术人员数量逐年增加,平均每个中心54.9人,全科医师数年均增长率为20.89%,公共卫生人员数量年均增速仅为3.34%;每千人口卫生技术人员数、执业(助理)医师、注册护士数、全科医师数分别从2015年的2.1、0.6、0.5、0.04人增加到2020年的2.2、0.7、0.7、0.1人。2015-2020年和田地区医疗机构卫计人员研究生及以上学历年均增长率为11.1%;正高级职称人员年平均增长率为11.82%。结论和田地区医疗卫生人力资源总体不足,卫生人力资源欠合理配置。建议调整专业技术人员队伍建设,加强人员结构合理化;完善人才引进和培训机制,提高卫生人力资源综合水平;健全人才激励保障机制,扩展职业发展前景,促进形成城乡支援的局面。 Objective To understand the current situation of health human resources in medical institutions in Hotan area of Xinjiang Uygur Autonomous Region.Analyzed the problems existed in the structure of health practitioners,and discuss corresponding suggestions and countermeasures,so as to provide reference for further strengthening the development of health personnel.Methods Taking the Hotan area of Xinjiang Uygur Autonomous Region as the research area,the health human resource allocation,manpower scale,professional title and educational background of all health and medical institutions in the city within 6 years from 2015 to 2020were collected for descriptive analysis.Results From 2015 to 2020,the number of medical and health institutions in Hotan area increased from 239 to 243.As of 2020,there were 98 primary medical institutions.From 2015 to 2020,the number of health technicians in medical institutions in Hotan area increased year by year,with an average of 54.9 people per center.The average annual growth rate of the number of general practitioners was 20.89%,and the average annual growth rate of the number of public health personnel was only 3.34%;the number of health technicians,licensed(assistant)physicians,registered nurses,and general practitioners per thousand population were 2.1,0.6,0.5,0.04 people in 2015 increased to 2.2,0.7,0.7,0.1 people in 2020.From2015 to 2020,the average annual growth rate of postgraduate and higher education personnel in medical institutions in Hotan area is11.1%;the average annual growth rate of personnel with senior professional titles is 11.82%.Conclusion The medical and health human resources in Hotan area are generally insufficient,and the health human resources are not reasonably allocated.It is suggested to adjust the construction of professional and technical personnel team,strengthen the rationalization of personnel structure;improve the talent introduction and training mechanism,improve the comprehensive level of health human resources;improve the talent incentive and guarantee mechanism,expand career development prospects,and promote the formation of urban and rural support.
