基于“软需求”响应的社区“软基建”策略研究

Research on Promoting Community “Soft Capital Construction” Based on Household “Soft Demand” Response

当前,响应居民新型需求并且以提升质量为主的发展模式成为城市发展新路径。文本基于人本主义理论和我国社区现状对"软需求"进行系统研究,阐明新时代"软需求"体系的内涵和范畴,建立了社区新型"软需求"体系。在此基础上,建立基于"软需求"响应的社区"软基建"建设策略,包括搭载社区治理创新进行"软需求"研究,搭载城市更新进行"软基建"物质系统建设,以及搭载社区营造模式进行组织培育及过程性需求满足。提出"软基建"是将对"软需求"的满足和追求社会福祉最大化作为共同目标,是基于多领域、多维度、多主体而进行的系统性建设。

This paper studies the“soft demand”systematically and establishes a new“soft demand”system of community based on Humanism Theory and the current situation of community in China.On this basis,this paper also puts forward the Construction Strategy of Community“Soft Capital Construction”,including research on household“soft demand”conducted with social governance innovation,construction of material system of“Soft Capital Construction”with urban renewal,and so on.The concept of“Soft Capital Construction”aims to maximize“Soft Demand”satisfaction and social happiness,which is a systematic construction based on multi-dimensional cooperation and participation of subjects from different fields.
