Future Direction of Multilateral Development Institutional Reform

现在多边发展机构正处于深刻危机中,这本质上是因为美国不青睐真正的、基于规则的多边主义,而是偏好美国主导的多边主义。本文分析了传统多边机构面临的问题与挑战,肯定了中国在维护多边主义上发挥的积极作用,并对未来的多边发展机构改革提出建议。世界贸易组织(WTO)改革应优先恢复争端解决机制等危及世贸组织正常运行的问题。近年来美国力推竞争中性规则化,中国需适时重估相关政策以应对潮流演变。

Multilateral development institutions are now in deep crisis,essentially because the United States does not favor genuine rules-based multilateralism,preferring us-led multilateralism.This paper analyzes the problems and challenges faced by traditional multilateral institutions,affirms China’s positive role in upholding multilateralism,and puts forward suggestions on the reform of multilateral development institutions in the future.The WTO reform should give priority to resuming the dispute settlement mechanism and other issues that threaten the normal operation of the WTO.In recent years,the United States has pushed for neutral regulation of competition,and China needs to timely re-evaluate relevant policies to cope with the evolving trend.
