社区治理智能化建设何以有效协同治理——基于SFIC模型的实证研究

Collaborative Governance in the Construction of Intelligent Community Governance——Beased on SFIC Model Positive Research

社区治理是基层治理的关键点,直接关系到基层的社会稳定和居民的获得感、幸福感与安全感。在构建基层社会治理新格局中,可运用智能化手段推动技术和社区治理的融合。因此,如何采用智能化手段进行社区治理的创新成为一项新的时代课题。本文在已有研究的基础上,选取上海市真如社区作为个案研究,以协同治理的SFIC理论模型为框架,设计治理过程的多个方面,探讨社区治理智能化中协同治理何以可能。研究结果表明,资源权力越对等,越有利于开展社区治理智能化的行动;政策引导越充分,越有利于把握社区治理智能化的方向;制度设计越透明,越有利于保障社区治理智能化的合理;协同流程越完善,越有利于解决社区治理智能化难问题。根据研究结果,本文探讨了对我国社区治理智能化建设的启示与未来研究的展望,并提供一定建议。

Community governance is the key point of grass-roots governance,which is directly related to the social stability of grass-roots and the sense of gains,happiness,and security of residents.In building a new pattern of grass-roots social governance,intelligent means can be used to promote the integration of technology and community governance.Therefore,how to use intelligent means to innovate community governance has become a new topic.Based on the existing research,this paper selects Zhenru community in Shanghai as case study.Based on the SFIC theoretical model of collaborative governance,this paper designs many aspects of the governance process,and discusses the possibility of collaborative governance in the intelligentization of community governance.Results show that 1)the more equal the power of resources,the more conducive to the intelligent action of community governance;2)the more sufficient the policy guidance,the more conducive it is to grasp the direction of intelligent community governance;3)the more transparent the system design is,the more conducive it is to ensure the rationality of intelligent community governance;4)the more perfect the collaborative process is,the more conducive it is to solve the difficult problem of intelligent community governance.Based on the research results,this paper discusses the implications to the intelligent construction of community governance in China and the prospect of future research,and provides some suggestions.
