跨国比较视阈下中美两国芯片产业政策对比研究——基于文本量化分析

Analysis of Chip Industry Policies between China and America in a Cross-National Comparative Perspective——Based on Text Quantification

美国作为世界芯片领域的先驱者,相关技术和产业发展水平居于世界领先地位,已建立了较为完善的政策体系,对我国芯片产业政策的制定和完善有着重要借鉴意义。在系统收集中美两国芯片产业政策的基础上,从政策文本形式、政策领域分类和政策基本架构三个方面构建了统一的政策分析框架,采用政策文本计量方法进行内容挖掘、量化分析和对比研究,总结了中美两国芯片产业政策的异同之处,并对造成二者差异的原因进行了深入探讨。据此,对未来我国芯片产业政策的制定和完善提出相应的政策建议。

As a pioneer in the field of chips in the world,the United States has a leading position in related technologies and industrial development in the world and a relatively sound policy system,which has important reference significance for the formulation and development of Chinese chip industry policy.What’s more,on the basis of systematically collecting the chip industry policies of China and the United States,a unified policy analysis framework is constructed from three aspects:policy text form,policy field classification and policy basic structure.In order to summarizes the similarities and differences between the chip industry policies of China and the United States,this paper uses policy text measurement methods for content mining,quantitative analysis and comparison,and at the same time conducts an in-depth discussion on the reasons for the differences between the two.Accordingly,corresponding policy suggestions are put forward for the formulation and improvement of Chinese chip industry policy in the future.
