Institutional Innovation in Platform Economy Regulation:An Extended Analysis of the Embeddedness of Responsive Regulation Theory

随着新一轮科技革命和产业变革持续纵深发展,平台经济作为生产力新的组织方式,成为数字经济的重要组成部分及一种新型经济形态。在呈现出高度交互性、便利性、普惠性等特征的同时,平台经济发展的不平衡、不充分、不规范等问题日益凸显,有效监管成为平台经济发展的核心议题和治理挑战。从制度分析视角上看,平台经济监管是在数字技术驱动的经济形态转变中,制度的适应性变迁及制度创新的建构过程,必须实现回应性监管结构与规范性制度要素的有机整合,才能建构具有弹性和适应性的平台经济监管体制,为平台经济平稳健康可持续发展留下长足空间。

With the continuous development of a new round of scientific and technological revolution and industrial reform,platform economy,as a new organization of productivity,has become an important part of the digital economy and a new economic form.While showing the characteristics of high interactivity,convenience,and inclusiveness,problems such as imbalance,insufficiency and non-standard development of platform economy have become increasingly prominent,and effective supervision has become the core issue and governance challenge of platform economic development.From the perspective of institutional analysis,the regulation of platform economy is the process of the adaptive change of system and the construction of new system in the transformation of economic form driven by digital technology.Only by the organic integration of responsive regulatory structure and regulatory system elements can we construct a flexible and adaptive regulatory system of platform economy,leaving a long space for the stable,healthy and sustainable development of platform economy.
