数字政府建设作为数字中国战略的重要内容,是推进国家数字化的核心引擎和中国式现代化的关键环节。其直接利益相关者是集中在直接参与数字政府建设各方面各环节全过程的建设主体,他们共同承担着政府数字化建设和数字化转型重任。从数字政府建设直接利益相关者维度切入,探讨他们的责任、角色和功能,既可以更好地发挥数字政府建设直接利益相关者的主观能动作用,又可以辅助政府更好地组织、管理和控制电子政务工程项目,对持续提升数字政府建设水平价值重大。

As an important part of the digital China strategy,the construction of digital government is the core engine to promote national digitalization and the key link of Chinese-style modernization.Its primary stakeholders are mainly construction subjects directly involved in all aspects of digital government construction and the whole process of each link,and they jointly undertake the heavy responsibility of government digital construction and digital transformation.Starting from the dimension of primary stakeholders in digital government construction,this paper discusses their responsibilities,roles and functions,which can not only better play the subjective active role of primary stakeholders in digital government construction,but also assist the government to better organize,manage and control e-government engineering projects,which is of great value to continuously improve the level of digital government construction.
