On “Good Governance”

"善治"是一个在世界范围内使用的术语,主要用于定量和定性地衡量、分析和比较公共政府(但不限于此),以便使其有资格获得国际发展援助,改进国内政府和行政管理。本文结构安排如下:第一部分将对关键术语的使用进行较为详尽的说明;第二部分则从国际、超国家(欧洲)和国家的角度,列出治理的目标与效果;第三部分讨论宪法和法律所规定的治理指南;第四部分则介绍改善治理的主要手段和工具。

"Good Governance"is a term used worldwide to measure,analyse and compare,mainly quantitatively and qualitatively,but not exclusively,public governments,for the purpose of qualifying them for international developmental aid,for improving government and administration domestically,etc.In Section one the use of the key term is explained more thoroughly;Section two lists goals and effects of governance from the international,supranational(European)and national perspective;Section three contains guidelines for governance as vested in constitution and law and Section four describes the main instruments and tools to work on better governance.
