Small Disputes Treated Within Gird,Big Disputes Within Net:Mechanisms Innovation of Fengqiao Experience's Digital Development in a New Era

新时代“枫桥经验”在数字化背景下要求做到“小事不出格,大事不出网”。“事不出网”本质上是要防范矛盾上交、风险外溢,实现这一目标必须借助数字化社会治理平台建设的契机,融合技术手段、重塑基层社会治理机制。与数字技术的应用相适应,基层社会治理的整合机制、运行机制和协调机制不断调整创新。整合机制由党建引领实现资源整合,主要解决资源统筹、体系设计的问题;运行机制着眼于处理基层社会治理中的常规性、简单性的日常事务,形成了以矩阵式虚拟联结的整体性治理;协调机制着重解决涉及多部门的突发性、复杂性问题,“吹哨报到”提高了部门协调能力,而“五社联动”提高了与社会力量的协调能力。但是,以数字化和网格化为依托的精细管理与群众自治之间存在张力,新时代“枫桥经验”的数字化还需要进一步发挥数字技术支撑群众参与的功能,建构与群众数字化参与相适应的积分、信用、评价等治理机制,助力社会治理共同体的形成。

The digital age requires Fengqiao Experience for the new era to achieve the goal of“small disputes treated within gird,big disputes within net”.This goal essentially aims to prevent conflicts from upward referrals and risk spillovers.To reach the target,it is necessary to integrate technical approaches and reform the governance mechanism of grassroots society in the context of constructing digital social governance platform construction.On account of the application of digital technology,the integration mechanism,operation mechanism and coordination mechanism of grass-roots social governance have been constantly adjusted and innovated.The integration mechanism refers to the resources integration under the guidance of Party Development.It mainly solves the problems about overall resource planning and system design.The operating mechanism focuses on elementary daily routine in the grass-roots social governance,initiating the holistic governance with matrix virtual connection.The coordination mechanism lays emphasis on solving sudden,complex problems involving multi-sectors.“Whistle-Assemble”model has strengthened the cross-functional coordination ability,also“Five-elements Linkage in Community”has improved coordination with social forces.However,there is a gap between digital gridding-based delicacy management and residents'autonomy.The digitization necessitate by Fengqiao Experience in the new era still expects digital technology to play a role of supporting public participation.It is also required to construct governance mechanism such as credit and evaluation mechanism,in accordance with public digital participation,to boost the formation of social governance community.
