高标准基本农田时序研究

摘要 高标准基本农田建设是我国保护粮食安全的一项重大举措,以往的高标准基本农田研究中主要侧重于自然条件的影响,对立地条件的研究开展较晚。本文基于美国LESA评价体系,构建高标准基本农田评价体系,并进行实证分析,以期为各地的高标准基本农田建设提供一些参考。研究结果表明:法库县高标准基本农田建设近期安排的面积为42406.46hm2,近期安排耕地的综合分值较高,耕地的质量相对较好,对投入的人力、物力和财力的回报率也相对较高。中期安排的面积为68470.89hm2,中期安排的耕地综合分值居中,基础设施较为健全,农田自然条件较好,限制因子改造程度较低,整治后的质量较好。远期安排的耕地质量综合分值不高,自然环境较差,需要全面改造,投入的人力、物力、财力较多,但是回报率较低,该部分待建设高标准基本农田的面积为45129.19hm2。 The construction of high standard basic farmland is a major measure to protect food security in China.In the past,the research of high standard basic farmland mainly focused on the impact of natural conditions.Therefore,this paper builds on the American LESA evaluation system,constructs a high standard basic farmland evaluation system,and conducts an empirical analysis to provide some references for the construction of high-standard basic farmland in various places.Research results:The recently-arranged area of high-standard basic farmland construction in Faku County is 42406.46hm2.The comprehensive score of the recently-arranged cultivated land is relatively high.Relatively speaking,the quality of cultivated land is relatively good,and the return on human,material and financial resources 184.8 Tm invested Relatively higher.The mediumterm arranged area is 68470.89hm2.The comprehensive score of the cultivated land in the medium-term arrangement is centered,the infrastructure is relatively sound,the natural conditions of the farmland are good,the degree of transformation of limiting factors is low,and the quality after remediation is better.Finally,the comprehensive score of the quality of cultivated land is not high,the natural environment is poor,and it needs to be comprehensively reformed.The investment of human,material and financial resources is large but the return rate is low.The area of high standard basic farmland to be constructed in this part is 45129.19hm2.
