打赢脱贫攻坚战后,我国将全面建成小康社会,实现第一个百年奋斗目标。脱贫攻坚成果来之不易,但返贫致贫风险仍然存在,需要建立健全防止返贫致贫的长效机制,巩固拓展脱贫攻坚成果。为防范化解返贫致贫风险:一是要关注潜在风险对象,对脱贫不稳定户和边缘户进行动态监测,密切关注特殊困难群体;二是从防范化解内部风险因素来看,重在提升人力资本,需要完善健康保障体系、提升教育保障水平、构建技能培训体系和注重内生动力培育;三是从防范化解外部风险因素来看,包括自然、社会和经济风险。防范化解自然风险重在完善政策性农业保险和商业保险互补体系,发挥再保险的作用,强化易地扶贫搬迁后续扶持。防范化解社会风险重在提升村级治理水平,推动"三治"融合、壮大村级集体经济和创新协同扶贫模式。防范化解经济风险重在深化产业扶贫和就业扶贫,确保稳定增收。

After winning the battle against poverty, China will build a moderately prosperous society and achieve the first 100-year goal.Great progress has been achieved, which is not easy, but the risk of returning to poverty still exists, so it is necessary to establish a sound long-term mechanism to prevent returning to poverty and consolidate and expand the results of poverty eradication.In order to prevent the risk of returning to poverty, first, we should pay attention to potential risk objects, dynamically monitor the unstable and marginal households, and pay close attention to the groups with special difficulties;Secondly, from the perspective of preventing internal risk factors, it is necessary to improve human capital by improving the health security system, enhancing education level, constructing the skill training system and enhance endogenous power.Thirdly, the risk factors include natural, social and economic risks.To prevent natural risks, we should focus on improving the complementary system of policy-based agricultural and commercial insurance, giving full play to the role of reinsurance, and strengthening follow-up support to migration for poverty alleviation.The key to preventing social risks is to improve the village-level governance, promote the integration of"three governances",strengthen village collective economy, and innovate the model of cooperation on poverty alleviation.Preventing economic risks focuses on deepening poverty alleviation through industries and employment, and ensure steady increases in income.
