Russia’s Role in Libya’s Transition in the Post-Gaddafi Era:from a Bystander to a Mediator

利比亚是中东和北非地区的重要国家。长期以来,利比亚和俄罗斯是重要合作伙伴。2011年卡扎菲政权被推翻后,俄罗斯在利比亚问题上从冷静的旁观者逐步转变为积极的调解人。俄罗斯介入利比亚事务有其战略、安全和经济方面的考量。通过国内、地区和国际三个层面,俄罗斯在后冲突时代的利比亚转型中扮演了特殊角色,成为影响利比亚和平进程的利益攸关者之一。同时,由于利比亚国内形势复杂以及俄本身国力的局限,俄罗斯在利比亚的影响有限。

Libya is an important country in the Middle East and North Africa.Libya and Russia have been important partners for a long time.After the overthrow of the Gaddafi regime in 2011,Russia has gradually transformed from a calm bystander to an active mediator on the Libya issue.Russia’s involvement in Libyan affairs has its strategic,security and economic considerations.Through the domestic,regional and international levels,Russia has played a unique role in the transition of Libya in the post-conflict era and has become one of the stakeholders in the Libyan peace process.At the same time,due to the complex domestic situation in Libya and the limitations of Russia’s own national power,Russia’s influence in Libya is limited.
