论中央保密委员会的法律地位

On the Legal Status of the Central Secrecy Committee

改革开放特别是1997年以来,中央保密委员会逐渐成为党中央统一领导党政军保密工作的领导机构,具有决策指挥、统筹协调、监督检查等领导职能。但在党内法规和国家法律法规上还只能算一个普通议事协调机构,建议通过立法形式确认中央保密委员会属于党的决策议事协调机构。

Since the reform and opening up,especially since 1997,the Central Secrecy Committee has gradually become the leading body of the Party Central Committee to unify the leadership of the party,government and military secrecy work,with leadership functions such as decision-making,command,overall coordination,supervision and inspection.However,in terms of intra-Party regulations and national laws and regulations,it can only be regarded as an ordinary deliberation and coordination agency.It is suggested to confirm through legislation that the Central Secrecy Committee belongs to the party’s decision-making,deliberation and coordination agency.
