我国电子政务中的个人信息保护问题探析

Study on Personal Information Protection in Chinese E-government

个人信息保护是网络安全治理关注的重点之一,电子政务中的个人信息保护对维护公民合法权益、强化电子政务系统安全可靠具有重要作用。我国在战略、法律、政策和标准层面上都有对个人信息保护的规定,在政务公开中关注个人信息保护,但也存在电子政务中个人信息泄露等问题。本文提出了制定专门的法律法规和政策、构建电子政务系统安全运行管理机制、明确个人信息公开公示标准和加强电子政务人才培养和完善考核体系的措施。

Personal information protection is one of the focuses in the area of cybersecurity governance,which plays an important role in safeguarding the legal rights of citizens and strengthening the safety and reliability of e-government systems.China sets regulations on personal information protection at the strategic,legal,policy and standard levels and also pays attention to personal information protection in public government affairs.However,there are still some problems in e-government like personal information leakage.Therefore,a series of measures should be taken,such as formulating specific regulations and policies,building safe operation mechanism for e-government systems,clarifying standards for personal information disclosure,strengthening staff training and improving the assessment system.
