摘要
街道、乡镇的基层公务员是我国公务员队伍的主体,植根于农村、社区基层,代表党直接服务于人民。近年来,新生代公务员逐渐成为公务员群体的新生力量,突显出诸多不同于中年公务员的时代特点、群体特色和个体特征。本文通过在B市S区部分镇街发放调查问卷、进行访谈开展调查研究,从环境、精神、能力、发展四个方面了解基层新生代公务员非物质激励的现状,发现其在理念、机制、法律政策上存在的问题,分别从管理理念、激励机制、法律政策三个方面有针对性地提出完善新生代基层公务员非物质激励机制的可行路径。
In recent years,the new generation of civil servants has gradually become a new force of the civil service group,which highlight many different characteristics of the times,group characteristics and individual characteristics with middle-aged civil servants.This paper investigated and studied the non-material incentives of the new generation of civil servants at the grass-roots level through questionnaires and interviewed in some towns and streets of S District of B City.After cognizeing the current situation of non-material incentives of civil servants at the grass-roots level from the perspective of environment,spirit,ability and development,the paper found out the problems existing in the concept,mechanism and legal policy.From aspects of management concept,incentive mechanism and legal policy,this paper puts forward feasible ways to improve the non-material incentive mechanism for the new generation of grass-roots civil servants.
