习性、迟滞与网络空间治理困境

Habitus, Hysteresis and the Dilemma of Cyberspace Governance

目前网络空间治理已有了丰硕的研究成果,但是网络空间治理面临的困境依旧严峻。对此,本文选择以布迪厄的场域理论作为研究视角,围绕习性、迟滞等场域理论中的关键概念,对产生网络空间治理现实困境的场域机制进行探寻,指出治理行为体的习性迟滞是当下网络空间治理困境产生的根源。本文对迟滞在网络空间治理场域中的源起进行了分析,对迟滞导致的网络空间治理困境类型进行了梳理,同时指出要突破当下的治理困境,需要各治理行为体从治理意识、治理战略、治理方法等三个层面上积极调整习性,并在治理实践中统筹把握好九类关系。

At present,there have been abundant research results in cyberspace governance,but the dilemmas of cyberspace governance are still severe.Based on Bourdieu’s field theory,starting from the key concepts of field theory,such as habitus and hysteresis,this paper explores the field mechanism of cyberspace Governance Dilemma,and concludes that the hysteresis of governance actors’habitus is the root of the current cyberspace Governance Dilemma.This paper analyzes the origin of hysteresis,sorts out the types of cyberspace governance dilemmas,and points out that in order to break through the current governance dilemmas,governance actors should actively adjust their habitus on three aspects such as governance consciousness,governance strategy,and governance methods,so as to grasp nine types of relationships in governance practice.
