北京冬奥会背景下京津冀冰雪人才院校协同培养研究

Study on Cooperative Cultivation of Snow and Snow Talent Colleges in Beijing-Tianjin-Hebei under the Opportunity of the Beijing Winter Olympics

运用文献资料法、逻辑分析法等研究方法,以北京冬奥会背景下京津冀冰雪人才院校协同培养为切入点,研究京津冀冰雪人才院校协同培养的途径,构建京津冀冰雪人才院校协同培养联盟及其运行机制。京津冀冰雪人才院校培养联盟的构建主体与思路为:京津冀中小学冰雪特色学校构成基层联盟,输送人才到京津冀具有冰雪人才培养能力的高校和高等职业院校构成高层联盟,各类院校组成校校联合;京津冀冰雪场馆、企业、旅游等机构构成联盟的培训和就业主体,与院校组成校企联合。京津冀冰雪人才培养联盟的运行机制主要由保障机制、激励机制、共享共赢机制、协调机制等构成。各种运行机制相互作用,使联盟得以顺利、有效地运行。

This paper studies the ways of coordinated training of ice and snow talents in Beijing-Tianjin-Hebei schools and colleges, and constructs the cooperative training alliance and its operating mechanism by the methods of literature and logic analysis.The research results show that the main body and thinking of the construction of the alliance for the training of ice and snow talents in Beijing-Tianjin-Hebei schools and colleges are as follows: The ice and snow characteristic schools in Beijing-Tianjin-Hebei primary and secondary schools constitute the grassroots alliance, and the transfer of talents to the universities and higher vocational institutions in Beijing-Tianjin-Hebei with the ability to cultivate ice and snow talents constitutes a high-level alliance.All types of colleges and universities form a joint school.The Beijing-Tianjin-Hebei ice and snow venues, enterprises, and tourism institutions constitute the main body of training and employment in the alliance, and form a joint venture with institutions.The operation mechanism of the Beijing-Tianjin-Hebei Snow and Snow Talent Training Alliance is mainly composed of: guarantee mechanism, incentive mechanism, shared win-win mechanism, and coordination mechanism.Various operating mechanisms interact to enable the alliance to operate smoothly and effectively.
