论粤港澳大湾区体育产业协同发展的法治保障

On the Protection of Rule of Law in the Coordinate Development of Sports Industry in GHMGBA

从国外3大湾区发展的经验来看,法治对于推动粤港澳大湾区体育产业的协同发展至关重要。当前阻碍粤港澳大湾区体育产业协同发展的法律问题,主要由体育产业整体法律供给不足及粤港澳大湾区特殊体制引起。研究建议:在国家体育产业大环境背景下,加快体育产业立法,创造法治化的体育产业营商环境,提升体育产业的行政执法能力和司法公信力;在粤港澳区域体育产业的法治合作上,加强财税政策、融资政策、对外投资政策、信用体制、纠纷解决方式等5方面的协同保障。

The experience of three Bay Areas abroad shows that rule of law is of vital importance in the coordinate development of sports industry in Guangdong-Hong Kong-Macao Greater Bay Area(GHMGBA).There are two legal problems which hinder the coordinate development of sports industry in GHMGBA.One is the lack of overall legal supply in sports industry while the other is the legal problem initiated by the special system of GHMGBA.Therefore,the research suggests that in the national sports industry policy,we fasten the legislation of sports industry,create the business environments of sports industry under rule of law and to enhance the ability of sports administrative enforcement of law and judicial credibility.We,in the district rule of law coordinate of sports industry in GHMGBA,should strengthen the coordinate protection in taxation,finance,investment,credit and dispute settlement policies.
