成渝地区双城经济圈绿色金融发展现状、问题与对策

The Development of Green Finance in Chengdu-Chongqing Economic Circle:Status, Questions and Countermeasures

在国家深入推进碳达峰碳中和、成渝地区双城经济圈大力建设绿色经济圈的时代背景下,本文对成渝地区双城经济圈绿色金融发展开展对策性研究。首先,从政策制定、平台搭建、创新试点、市场发展等四个维度,系统总结了成渝地区双城经济圈绿色金融发展成效。然后,采用比较分析法和访谈调查法,分析出成渝地区双城经济圈绿色金融发展存在规模不大、影响力不强、协同性不足、金融机构发展积极性不高等四个问题。最后,将目标导向和问题导向相结合,从扩大供给、深化区域协同、提升话语权、激发机构积极性等四个方面,提出提升成渝地区双城经济圈绿色金融发展的对策。

At present,China is striving to peak carbon dioxide emissions by 2030 and achieve carbon neutrality by 2060,Chengdu-Chongqing economic circle is working to build“green economic circle”.Under the background,this paper tries to undertake a countermeasure research on the development of green finance in Chengdu-Chongqing economic circle.First,this paper summarizes the development effects of green finance in Chengdu-Chongqing economic circle.Then,using the comparative analysis method and interview survey method,it analyzes four problems of green finance development in Chengdu-Chongqing economic circle,such as small scale,weak voice,lack of coordination,and low enthusiasm of financial institutions.Finally,the paper puts forward development countermeasures of green finance in Chengdu-Chongqing economic circle from four aspects:expanding supply,deepening regional coordination,improving discourse power and stimulating the enthusiasm of institutions.
