数字技术赋能乡村振兴:“红利”与“鸿沟”

"Dividend" and "Gap" of Digital Technology Empowers Rural Revitalization

随着互联网、大数据、云计算、人工智能、区块链等技术的蓬勃发展,数字经济不断激发经济社会发展的新动力,其重要性日益凸显。党的十八大以来,党中央高度重视发展数字经济,将数字经济上升为国家战略。从数字技术助力乡村振兴的实施背景、内涵界定与现实价值等理论逻辑出发,总结数字技术在乡村地区已取得的发展成效,详细分析了我国数字经济与乡村产业融合发展所产生的“红利”。针对乡村振兴下数字乡村发展存在的“鸿沟”等实践困境,在探讨发达国家数字经济与乡村产业融合发展先进经验基础上,立足我国社会经济和农村地区发展现实,提出加快构建数字技术赋能乡村振兴的路径选择。

With the vigorous development of Internet,big data,cloud computing,artificial intelligence,blockchain and other technologies,the digital economy continues to stimulate new impetus for economic and social development,and its importance is increasingly prominent.Since the 18th National Congress of the Communist Party of China(CPC),the CPC Central Committee has attached great importance to the development of the digital economy and elevated the digital economy to a national strategy.Starting from the theoretical logic of the implementation background,connotation definition and practical value of digital technology to help rural revitalization,this paper summarizes the development achievements of digital technology in rural areas,and analyzes in detail the"dividends"generated by the integration of digital economy and rural industry in China.In view of the"gap"and other practical difficulties in the development of digital villages under the rural revitalization,based on the advanced experience of the integrated development of digital economy and rural industries in developed countries,and based on the development reality of China’s social economy and rural areas,this paper puts forward the path choice of accelerating the construction of digital technology enabled Rural Revitalization.
