世界一流大学战略规划的启示与借鉴——以卡内基梅隆大学为例

Enlightenment and Reference from the Strategic Planning of World-class Universities——Taking Carnegie Mellon University as an Example

"双一流"高校的战略规划制定,既要立足国内高等教育发展的宏观形势和本校实际,还应放眼世界,吸收和借鉴世界一流大学的有益经验。文章综览卡内基梅隆大学的3个10年战略规划,系统分析了其坚持开门搞规划凝聚共识、坚持从整体上系统谋划学校发展、重视对师生员工的价值引领、强化实践指向并着力推动落实、坚持以教育教学为中心编制规划、坚持学校的办学特色和优良传统一以贯之等主要特点。从方法论的视角,阐述了"双一流"高校在"十四五"规划编制中,如何学习借鉴世界一流大学行之有效的做法和经验。

The strategic planning of"double first-class"universities should not only be based on the macro situation of domestic higher education development and the reality of the university,but also learn from the beneficial experience of world-class universities.This paper reviews the three ten-year strategic plans of Carnegie Mellon University,and systematically analyzes its main characteristics,such as persisting in opening the door to plan and seeking common understanding,systematically planning the development of the university as a whole,attaching importance to the value guidance of all students,faculty,staff and alumnus,strengthening the practice orientation and promoting its implementation,persisting in making plans centering on education,and adhering to the consistency of strengths and traditions.From the perspective of methodology,this paper expounds how to learn from the effective practices and experiences of world-class universities in the"14 th Five-Year Plan".
