摘要
大学治理的目标是"良法善治",绩效管理的指向是"提质增效",两者具有理论依据、价值诉求、制度基础的共生性,以及大学"自治"与"目标引导"、大学"共治"与"过程互动"、大学"善治"与"结果导向"的协同性。以善治理念引领,科学设计绩效管理制度,坚持"绩效为本",推动目标考核转型治理绩效评估,探索协同创新方式,提升大学整体治理绩效水平。
The goal of university governance is"good law and good governance",and the direction of performance management is"improving quality and efficiency".The two have the symbiosis of theoretical basis,value appeal,and institutional basis,as well as university"autonomy"and"target guidance"The synergy between university"co-governance"and"process interaction",university"good governance"and"result-oriented".Guided by the concept of good governance,scientifically design a performance management system,adhere to the"performance-based",promote the transformation of target assessment and governance performance evaluation,explore collaborative innovation methods,and improve the university’s overall governance performance level.
