从“治安秩序”回到“治安”对治安概念再理解

Re-understanding the Concept of“Public Order”

治安是国家和政府高度重视的工作,也是社会各界广泛关注的领域。在安全成为政治社会生活重要议题时,治安学的发展却出现了危机,特别是治安学理论久陷困境而无法取得大的突破。出现问题的主要原因是,现有治安学以"治安秩序"为中心构建理论体系,回避了对治安概念的本质追问,导致对社会现象和现实实践解释力度不足。治安学要发展繁荣,需要回到对治安概念的再理解。通过对概念词源抽象、历史抽象、实践抽象的概括发现,治安理解为"权力安全"更为准确。对"权力""安全"以及作为整体的"权力安全"分析,从结构性和时间流上进一步揭示出治安概念的内在张力。对治安概念的再理解,也是构建新治安学的基础。

Public security is the work that the state and government attach great importance to,and also a field of wide concern from all walks of life.When security has become an important issue in political and social life,there is a crisis in the development of public security science,especially the theory of public security has been in a dilemma for a long time and can not make a big breakthrough.The main reason for the problems is that the existing public security science constructs the theoretical system with"public order"as the center,avoiding the inquiry of the essence of the concept of public security,which leads to the lack of explanation of social phenomena and practice.In order to develop and prosper,public security needs to return to the understanding of the concept of public security.Through the summary of concept etymology abstraction,history abstraction and practice abstraction,it is found that public security is more accurately understood as"power security".The analysis of"power","security"and"power security"as a whole further reveals the internal tension of the concept of public security from the perspective of structure and time flow.The re-understanding of the concept of public security is also the basis of building a new one.
