社会支持理论视角下加强社会力量参与安置帮教工作

Strengthen the Participation of Social Forces in Resettlement and Education Work from the Perspective of Social Support Theory

目前我国北京、成都、苏州、沈阳、天津等地区都进行了社会力量参与安置帮教的有效实践,刑释人员的社会适应性大大提高。以社会支持理论为视角,当前社会力量参与刑释解矫人员安置帮教工作存在顶层设计不足、参与的社会力量单薄和刑释人员再社会化困难等困境。为促进共治共享社会治理格局,提出加强社会力量参与安置帮教的四项对策建议,即完善法律法规,促进刑事执行法典化;坚持政府主导,有效联结社会组织;提供政策鼓励,支持社会组织;借鉴恢复性司法,发挥社会工作者的作用。

At present,Beijing,Sichuan,Shenyang,Suzhou,Tianjin and the other regions in China have carried out the effective practices of social forces participating in the resettlement and education work,so the social adaptability of the released prisoners has been greatly improved.From the perspective of social support theory,the current social forces involved in the resettlement and education of the released prisoners for resettlement and education suffer from a number of problems such as the inadequate top-level design,the weak social forces involved,and the difficulties in re-socialization of the released prisoners.In order to promote co-governance and shared social governance,the authors put forward four countermeasures and suggestions for strengthening social forces to participate in the resettlement and education:improving laws and regulations,promoting the codification of criminal enforcement;adhering to the government’s leadership and effective connecting social organizations;providing policy encouragement and supporting social organizations;learning from restorative justice and playing the role of social workers.
