2016年以来,欧美国家逆转全球化性质的事件频发,让全球化进程以及全球治理困境的讨论进入一波高潮。现有的国际秩序正面临百年未有之大变局,加之国际公共安全事件的暴发,全球治理模式、国家治理能力都迎来新挑战。全球治理和国家治理并非对立关系,两者之间存在相互交叉的影响,国家治理结构的调整和治理能力的提升会影响全球治理模式的升级,全球治理问题的最终解决都将落到主权国家层面。从国家理论的视角看,在全球治理中国家未曾离场,也不会离场。

Since 2016,anti-globalization events have occurred frequently in European countries and America.The discussion on the process of globalization and the dilemma of global governance has reached a climax.The international order is facing a great change that has not happened in a century,coupled with the outbreak of international public security incidents.Therefore,the global governance model and national governance capacity are facing new challenges.Global governance and national governance are not antagonistic,and they have cross effects.The adjustment of national governance structure and the improvement of governance capacity will affect the upgrading of global governance model,and the final solution of global governance problems will return to the sovereign state level.From the perspective of state theory,in global governance,the state has never left,and will not leave.
