摘要
《公共文化服务保障法》确立了社会力量参与公共文化服务的基本原则,建立了引导和鼓励社会力量参与公共文化服务制度。近年来,政府购买公共文化服务逐步普及化和规范化,社会力量举办的公共文化机构数量持续增长,基层公共文化设施引入社会力量管理运营比例不断增加,文化志愿服务的范围和领域不断拓展,社会资本投入逐步增多。但也暴露出政府购买政策不配套、社会承接组织数量不足、非基本服务优惠收费存在政策瓶颈、投入主体单一等问题。下一步,要进一步完善政府购买政策、培育公共文化服务社会承接组织、落实优惠服务低收费政策和畅通资金多元投入渠道,推动公共文化服务高质量发展。
Public Cultural Service Guarantee Law establishes the basic principles and systems for social forces to participate in public cultural services.Recently,the government has gradually popularized and standardized the purchase of public cultural services,the number of public cultural institutions run by social forces has continued to grow,the proportion of grass-roots public cultural facilities introduced into the management and operation of social forces has been increasing,the scope and field of cultural voluntary services have been expanding,and social capital investment has gradually increased.However,there are also some problems,such as the government’s purchase policy is not complete,the number of social undertaking organizations is insufficient,there are policy bottlenecks in preferential charges for non-basic services,and the main body of investment is single.The next step is to further improve the government’s purchase policy,cultivate social undertaking organizations for public cultural services,implement the policy of low fees for preferential services,and unblock multiple investment channels of funds,so as to promote the high-quality development of public cultural services.
