摘要
《公共文化服务保障法》实施以来,中央和地方各级政府积极落实免费开放补助资金,公共文化设施免费开放的数量不断增加,免费开放的服务效能显著提升。但同时呈现出免费开放覆盖范围有限、免费开放补助资金缺乏动态调整机制、地方配套资金存在"分而不担""投入缩水""投入梗阻"等问题。推进公共文化设施免费开放高质量发展,需进一步扩大免费开放范围、完善地方性基本公共文化服务实施标准/目标、全面落实地方配套资金、完善服务效能考核评价制度、打通非基本公共文化服务低收费政策瓶颈。
Since the implementation of the Public Cultural Service Guarantee Law of the People’s Republic of China,the central and local governments at all levels have been actively implementing subsidies for free access.The number of public cultural facilities that are open to the public for free has been increasing and the service efficiency has been significantly improved.However,problems such as limited coverage of free access,lack of dynamic adjustment mechanism of free access funds,and"sharing but not bearing","shrinking investment"and"investment obstruction"in local supporting funds still exist.Methods to promote the high-quality development of free access to public cultural facilities include expanding the scope of free access,improving the local implementation standards and catalogs on basic public cultural services,fully implementing local supporting funds,improving the service efficiency evaluation system,breaking through the bottleneck of low-fee policy for non-basic public cultural services.
