公共文化服务标准化法律规定的落实与深化

Research on the Performance and Future Development of Legal Provisions on Basic Public Cultural Services Standardization

《公共文化服务保障法》实施后,基本公共文化服务标准制度和其他标准化的规定总体上得到了较好落实,但也存在地方性基本公共文化服务目录制定和公布有空白、标准承诺事项落实不到位、经费数量尚未做到依据标准/目录科学测算、标准体系尚不够完善等问题。推动《公共文化服务保障法》进一步落实,需要补齐基本公共文化服务标准制度落实的短板,建立基本服务项目可比可测的具体指标,厘清各级政府的事权和支出责任,构建涵盖国家、行业、地方、机构公共文化服务的标准体系。

Since the promulgation of the Public Cultural Service Guarantee Law of the People’s Republic of China,the standard system of basic public cultural services and other standardization content have been well implemented,but there are also some problems,such as there are gaps in the formulation and publication of the local basic public cultural service catalog,the implementation of standard commitments is not in place,the amount of funds has not yet been scientifically calculated and standardized based on the standard/catalog,and the standard system has not yet formed.To promote the further implementation of Public Cultural Service Guarantee Law,it is necessary to make up for the shortcomings in the implementation of the basic public cultural service standard system,establish comparable and measurable concrete indicators for basic service items,clarify the power and expenditure responsibilities of governments at all levels,and build a standard system covering national,industry,local,and institutional public cultural services.
