Promoting the High-Quality Development of Public Cultural Services with the Power of Law

全国人大常委会对公共文化服务保障法的执法检查,形成了对"十四五"公共文化服务高质量发展的强力推动。沿着公共文化服务保障法指引的方向,开创发展新格局,需要推进城乡公共文化服务一体建设,提升公共文化服务数字化水平,推动公共文化服务社会化发展,加强优秀传统文化创造性转化,促进公共文化和文化产业协同发展,拓展公共文化国际传播渠道。持续推动地方性公共文化服务保障立法出台,强化体制内的行政监督、规制和促进机制,对完善执法机制、推动法律全面落地生根具有重要意义。

The NPC Standing Committee’s inspection of the enforcement of the Public Cultural Service Guarantee Law of the People’s Republic of China has formed a strong impetus to the high-quality development of public cultural services during the 14 th Five-Year Plan period.To create a new pattern of development along the guidance of law,we need to promote the integrated construction of urban and rural public cultural services,enhance the digitalization and socialization development of public cultural services,strengthen the creative transformation of fine traditional culture,promote the integration initiative of public culture and cultural industries,and expand international communication channels of public culture.It is of great significance to continuously promote the promulgation of local public cultural service guarantee legislation and strengthen the administrative supervision,regulation and promotion mechanism within the system,so as to improve the law enforcement mechanism and promote the full implementation of the Public Cultural Service Guarantee Law.
