农家书屋政策执行的“内卷化”困境——基于全国267个村庄4078户农民的分析

Involution Dilemma in the Implementation of Rural Library Policy—— A Survey of 4 078 Peasants in 267 Villages

文章利用村庄和农户层面的全国性微观问卷调查数据,依照"政策感知—政策参与—政策评价"的分析框架,从农民主体性视角对农家书屋政策执行进行研究。结果表明:我国农家书屋政策面临"内卷化"困境,表现为虽然财政支持、设施建设和服务供给逐步增长,但仍然面临农民政策感知偏差、政策参与不足和政策效能偏低的问题,呈现出"没有发展的增长"状况。政策宣传不足、服务供需失衡、参与能力约束、移动网络冲击是造成农家书屋政策执行"内卷化"困境的原因。

With the national questionnaire survey data of the villages and peasants,the implementation of rural library policy in the perspective of peasant-orientation is studied based on the analysis framework of"policy perception-policy participation-policy evaluation".The result shows that rural library faces involution dilemma.Although financial support,facility construction and service supply are gradually increasing,problems such as peasants misunderstanding the policy,insufficient policy paricipation and low policy effeciveness exsit.It leads to the result of"growing without developing".Reasons for the dilemma include poor policy publicizing,imbalance of service supply and demand,constrained participating capacity,and impact of mobile network.
