国外图书馆人才政策探究

Study on Policy of Foreign Library Professionals

高素质的人才队伍是图书馆事业可持续发展的重要保障。本文在分析图书馆人才政策框架及内涵基础上,重点梳理了国外图书馆在人才引进、培养、利用、评价以及激励和保障政策等方面的主要做法和成功经验,认为国外图书馆人才政策具有以下特点:重视法律制度建设、注重行业组织作用、实行灵活的人才利用和管理机制、强化机构间的合作共享、努力建设友好环境,可为我国图书馆人才队伍建设提供借鉴。

A high qualified team of professionals is the foundation for sustainable development of librarianship.By analyzing the policy framework and connotation of library professionals,successful experiences and practices of foreign libraries in professionals introducing,training,employing,evaluation,incentive and guarantee policies are analyzed.Foreign libraries attach importance to the legal system construction,the role of library organizations,flexible employment and management mechanism,cooperation among different institutions,and creation of friendly environment,which could be used for reference for domestic library professionals management.
