我国公共图书馆少儿服务立法研究

Legislation on Children’s Service in Public Libraries in China

本文通过梳理我国公共图书馆少儿服务的国家和地方立法概况,分析《公共图书馆法》和地方公共图书馆条例、管理办法中的少儿服务条款,对空间设立、服务保障、服务内容、交流合作、法律责任等内容进行解读;从宏观和微观两个层面进行思考,认为我国应建立健全公共图书馆少儿服务规范体系,完善公共图书馆立法中的少儿服务条款,让公共图书馆成为少年儿童成长、成才的重要场所。

The general situation of national and local legislation on children’s service in public libraries in China is sorted out in the paper,and items in Public Library Law,local public library regulations and rules are analyzed.It is proposed to establish specification system for children’s service in public libraries,and improve provisions of children’s service in public library legislation through interpreting space distribution,service guarantee,service content,exchange and cooperation and legal responsibility,so as to develop the public library to be an important institution for children.
