新时代,满足人民日益增长的美好生活需要亟需提升基层公共文化服务效能。近年基层公共文化服务领域面临机构空转、资源闲置、用户黏性不足等困境。借助三圈理论的解释框架,从价值、能力、支持等方面分析发现:服务项目偏离公众需求、管理和服务能力偏弱、中间层及基层政府的"选择性应付"、社会力量嵌入不足等是制约基层公共文化服务效能提升的关键因素。增强服务吸引力、推动管理和服务能力升级、积极争取体制内外多方行动力量的支持,是追求基层公共文化服务效能"耐克区"的可行路径。

In the new era,it is urgent to improve the effectiveness of grass-roots public cultural services to meet the growing needs of the people for a better life.In recent years,the grass-roots public cultural services are facing the dilemma of idle institutions,idle resources and insufficient user stickiness.With the help of the interpretative framework of the three-circle theory,it is found from the analysis of value,ability and support that:the deviation of service items from public needs,weak management and service capabilities,the"selective response"of middle and grass-roots government,and the insufficient effective participation of the social forces are the key factors that lead to the poor service efficiency of grass-roots public cultural services.Therefore,enhancing service attraction,promoting service capability upgrading,and actively striving for support from various actors both inside and outside the system are the feasible paths to pursue the"Nike District"of grass-roots public cultural service effectiveness.
