基于政策文献量化的我国耕地保护制度演进规律研究

Research on the Evolution Law of Cultivated Land Protection System in China Based on the Quantification of Policy Documents

为了科学认知我国耕地保护制度的演进趋势及主要特征,本文通过收集整理建国以来我国与耕地保护制度相关的265份政策文献资料,综合运用内容分析法、文献计量法和概括总结法等分析方法对其进行政策量化。分析耕地保护政策文献的强度,并结合土地制度环境演变过程,揭示耕地保护演进规律。结果表明,我国耕地保护政策强度随着时间变化不断增强,且逐渐趋于平稳;政策数量波动式增加,耕地保护政策体系日趋完善,法律效力不断提升;耕地保护政策内容呈现局部均衡,整体不均衡状态,监督检查是重点内容;耕地保护制度整体呈现阶段性演进特征,未来可以从差异化耕地占补平衡机制、永久基本农田风险管控监测和预警机制、高标准农田建设后期管护机制等方面完善现有耕地保护制度体系。

In order to scientifically recognize the evolution trend and main characteristics of cultivated land protection system in China.By collecting and sorting out 265 policy documents of cultivated land protection since the founding of China,this paper quantifies them by content analysis,literature measurement and summary methods.It analyzes the strength of the policy documents,the evolution law of cultivated land protection is revealed by the evolution process of the land system environment in China.The results show that the strength of cultivated land protection policy in China increases with time,and tends to be stable;the number of policies increases in waves,the system is becoming more and more perfect,and the legal effect is improving;the content of cultivated land protection policy presents partial equilibrium,the overall uneven state,and supervision and inspection is the key content;the whole cultivated land protection system presents phased evolution characteristics.In the future,the cultivated land protection system can be improved from the aspects of differential farmland occupation compensation balance mechanism,basic farmland risk management and control monitoring and early warning mechanism,high standard farmland construction later stage management and protection mechanism,etc.
