国外跨海通道建设经验对我国大型跨海通道建设的启示

摘要 大型固定式跨海通道建设投资巨大、建设周期长、对国民经济和周边环境影响大,世界各国对这类工程的立项、建设历来都采取非常慎重的态度。大型跨海工程在建设过程中不可避免会出现很多问题,如项目决策、投融资方式、前期论证、技术方案及运营维护方案等。通过对建设比较成功的日本和欧洲跨海通道体系调研分析,得出结论:项目决策应从国家整体发展的角度出发;建设资金筹集应合理选择投融资模式;项目研究应高度重视前期勘察论证;因地制宜确定技术方案;运营维护方案应科学、经济、有效。 The construction of large-scale fixed cross sea passage has huge investment,long construction period,and great impact on national economy and surrounding environment.Countries all over the world have always taken a very cautious attitude for the establishment and construction of such projects.Many problems will inevitably appear in the construction process of large-scale cross sea projects,such as project decision-making,investment and financing mode,preliminary demonstration,technical scheme and operation and maintenance scheme,etc.Based on the investigation and analysis of the successful cross sea passage systems in Japan and Europe,we can draw the following conclusions:the project decision-making should start from the perspective of the overall development of the country;the investment and financing mode should be reasonably chosen for the construction fund raising;the project research should attach great importance to the preliminary investigation and demonstration;the technical scheme should be determined according to local conditions;the operation and maintenance plan should be scientific,economic and effective.
