新时代发挥统计监督职能的思考

Reflections on the Function of Statistical Supervision in the New Era

党的十九届四中全会将统计监督纳入国家监督体系之中。随着中国特色社会主义进入新时代以及大数据与人工智能技术的快速发展与应用,统计监督面对的内外部环境都发生了深刻的变化,如何在新环境下进一步发挥统计监督作用成为了一个十分重要的问题。本文系统梳理了有关统计监督的各种论述,对统计监督的内涵进行了重新认识,回顾了新中国成立以来我国统计监督的实践和做法,并与国外统计监督进行了比较,最后提出了在新时代进一步发挥统计监督职能的若干建议。

The fourth Plenary Session of the 19 th CPC Central Committee incorporated statistical supervision into the national supervision system. With socialism with Chinese characteristics entering a new era and the rapid development and application of big data and artificial intelligence technology, the internal and external environment of statistical supervision has undergone profound changes. How to further play its role in the new environment has become a very important issue. This paper systematically sorts out various discussions on statistical supervision and rethinks its connotation,then reviews the development and practice of statistical supervision in China since the founding of the People’s Republic of China,compares it with foreign practice,and finally puts forward some suggestions for further exerting the function of statistical supervision in the new era.
