基于融合视角的中国数字经济卫星账户编制研究

Research on China’s Digital Economy Satellite Account Compilation Based on the Integration Perspective

数字经济融合发展的复杂性对构建数字经济卫星账户提出更高要求。本文选取了OECD、BEA和中国信息通信研究院的数字经济核算框架进行差异对比,结合我国"加快推进数字产业化、产业数字化"重要方略,明确编制中国数字经济卫星账户的测算目的是掌握数字经济对传统产业的作用传导机理和影响形成规模,从而决定基于数字技术对实体经济融合的视角定义数字经济产业和产品,将其分为数字经济基础产业和融合产业,以及数字产品和数字化产品,并据此识别数字经济核算界限,尝试构建具备全面性、国际可比性的中国数字经济卫星账户的基础框架,设计了核心表式和相关总量指标。文章最后针对构建卫星账户的现实挑战,从政府、企业、社会层面提出对策建议。

The complexity of digital economy’s integrated development raises higher requirements for compiling digital economy satellite account(DESA).Based on a comparison of three representative measurement frameworks of digital economy from OECD,BEA and China Academy of Information and Communications,combined with the important strategy of"accelerating digital industrialization and industry digitization"in China,this paper makes it clear that the purpose of compiling China’s DESA is to grasp the transmission mechanism and the scale of influence of digital economy on traditional industries.Therefore,it defines digital economy industries and products,divides them into basic and integrated industries of digital economy,digital and digitalized products,from the perspective of the integration of digital technology with the real economy,and recognizes the scope of digital economy accounting accordingly.Then it tries to compile the basic framework of China’s DESA which is comprehensive and internationally comparable,and designs the core table and related indexes.Finally,the paper points out the realistic challenges and puts forward suggestions from the government,enterprise,and social perspectives.
