Innovation and enlightenment of precision poverty reduction model in Tianjin

基于天津市的扶贫实践,总结了精准扶贫模式及其效果,与国内各种经典扶贫模式进行比较,分析了天津市精准扶贫模式的创新点,探讨了深入推进天津市精准扶贫的对策和建议。精准扶贫理论在天津市深入实践,充分发挥政府、社会、市场和农村各要素的优势,积极发展农业,把微观的精准施策和宏观的区域瞄准结合,构建贫困户受益的机制和模式,即政府主导的多维精准扶贫模式和政府扶持的农业领军企业精准扶贫模式,取得了良好的帮扶成效,社会意义深远,并为乡村振兴战略在天津市的实施奠定了基础。

Based on the proctice of Tianjin,this paper summarized the precision poverty alleviation model and its effects,compared the respective poverty-relief models in China,analyzed the innovation points of the precision poverty alleviation model in Tianjin,and discussed the countermeasures and suggestions for promoting the precision poverty alleviation in Tianjin.Precision poverty alleviation theory has been deeply practiced in Tianjin,which gave full play to the advantages of the government,society,market and rural elements,actively developed agriculture,micro-precise policy and macro-regional targeting,and built the mechanisms and models for the benefit of poor households.The government-led multi-dimensional precision poverty alleviation model and the government-supported leading agricultural enterprises precision poverty alleviation model has achieved good help results,had good social significance,and lays foundation for rural revitalitation implementation of the strategy in Tianjin.
