“双减”政策落实的潜在制约及实施策略——基于“前理解”的解释学思考 被引量:20

The Potential Restriction and Implementation Strategy of “Double Reduction” Policy:Hermeneutic Thinking Based on Pre-Understanding

摘要 "双减"政策可以为教育生态带来诸多积极变化,但在推行过程中可能会遇到诸多问题。从哲学解释学的视角,政策目标群体对政策的理解程度影响其对政策的认同度,进而影响政策的推行效果。目标群体的理解受到"前理解结构"的潜在制约,"学而优则仕"的科举文化传统深刻影响着人们的教育认知。对社会成员错误"前理解"进行纠偏,引导其树立适切的教育教学观念,是提升政策落实有效性的必要策略。 The“double reduction”policy can bring many positive changes to the education ecology,but it may encounter many problems in the implementation process.From the perspective of philosophical hermeneutics,the understanding degree of policy target groups affects their recognition degree of policy,and then affects the implementation effect of policy.The understanding of the target group is potentially restricted by the“pre-understanding structure”,and the imperial examination cultural tradition of“excellence in study leads to official”has a profound impact on people’s educational cognition.It is a necessary strategy to improve the effectiveness of policy implementation to correct the wrong“pre-understanding”of social members and guide them to establish appropriate educational and teaching concepts.
