中国农村经济发展新旧动能转换测度与评价

Measurement and Evaluation on the Conversion From New to Old Kinetic Energy in China’s Rural Economic Development

农村经济发展新旧动能转换是农业供给侧结构性改革的重要标志,是推进农村经济高质量发展与助力乡村振兴战略的重要保障。文章在系统阐释农村经济发展新旧动能转换内涵的基础上,构建了包括需求侧动能、供给侧动能与结构转换动能在内的综合指标体系,对我国2005—2018年农村经济发展新旧动能转换水平进行测算与评价。结果显示,中国农村经济发展新旧动能转换以平稳的速度跨过起步阶段,进入了加速阶段,不同省份在不同动能维度的发展水平上差异较大,区域不平衡较为明显。

The conversion from old to new kinetic energy in the rural economic development is an important symbol of agricultural supply-side structural reform,and is also an important guarantee for promoting high-quality rural economic development and assisting rural revitalization strategy.On the basis of systematically explaining the connotation of the conversion from old to new kinetic energy in rural economic development,this paper constructs a comprehensive index system including demand-side kinetic energy,supply-side kinetic energy and structural conversion kinetic energy,and then measures and evaluates the level of conversion from old to new kinetic energy in China’s rural economic development from 2005 to 2018.The results show that the conversion from new to old kinetic energy in China’s rural economic development has passed the initial stage at a stable speed and entered the accelerated stage,and that different provinces have great differences in the development levels of different kineticenergy dimensions,and the regional imbalance is relatively obvious.
